In addition to the above, now that the Rescue Tug

"Kau Sing" has been delivered it will be necessary for a fully

qualified officer to go on board and take charge directly the Black Typhoon Signal goes up. Under present conditions this

of necessity will have to be the Chief Boarding Officer thus

adding another duty to this already overworked Sub-Department

I would point out that this Port has over twice the annual sea-

going tonnage of Singapore and that our Boarding Staff is 3, of whom one is detailed for Emigration duties, whereas the Boarding Staff at Singapore (as I have been informed by Capt. Calthorpe, R.N., Master Attendant Straite Settlements) consiste of 6. At present after this office closes at 5 p.m. there is

no officer on continuous duty until 7 a.m. next morning. Mr. Coysh, Deputy Shipping Master lives in the flat above the

Harbour Office and deals with anything of an urgent nature provided that he is not out. Taking into consideration the very unsettled state outside British influence I am of opinion

that a responsible officer should be on continuous duty day and

night so as to be on the spot to deal with things promptly as

they arise.

The work of this Sub-Department is divided up as follows:- A. Govt. Marine Surveyor. Office and Survey work generally.

Examination of Candidates for Board

of Trade Certificate (Engineers)

Technical advisor to Harbour Master.

(1) Survey of all ships over 60 tons for Passenger Certificates.

B. 1st & 3rd Assistants.

(2) Burvey of ships for load line. (3) Survey of Emigration hips.
